Victor graduated from the University of Puerto Rico – Mayaguez Campus in 2003 where he attained a bachelor’s degree in computer engineering. He was admitted to the University of Puerto Rico School of Law in 2004 as a night student and earned his law degree in 2008 while working full-time in the pharmaceutical industry during the day.
Prior to joining the Federal Public Defender’s Office, he had a private practice mainly focused on federal criminal defense where he represented both indigent and non-indigent clients. He also handled immigration and bankruptcy matters.
He is admitted to practice before the Puerto Rico Supreme Court, the United States District Court for the District of Puerto Rico, and the United States Court of Appeals for the First Circuit.
