Vivian I. Torralbas-Halais joined the office as an Assistant Federal Public Defender in 2014. Prior to working with the Defender’s Office, Ms. Torralbas-Halais was in private practice where she focused primarily on federal criminal defense. She also handled court appointed criminal cases in both state and federal courts.
Ms. Torralbas-Halais is admitted to practice before the Supreme Court of Puerto Rico, the United States Court of Appeals for the First Circuit and the United States District Court for the District of Puerto Rico.
Ms. Torralbas-Halais received her BA degree in Communication Arts from Villanova University in 2002. She obtained her J.D. cum laude from the Inter-American University of Puerto Rico School of Law in 2012. While in law school, she worked as a clinic student at the Federal Public Defender for the District of Puerto Rico, where she discovered her passion for being appointed counsel to those who cannot afford an attorney.
